I. This city's 114th academic year's early admission to elementary school for underage children will adopt a two-stage assessment. The important contents of the assessment plan are summarized as follows:

(1) Target audience: Children registered in Taipei City who must have at least one legal representative or actual caregiver (hereinafter referred to as parents) registered together, who are at least 5 years old (born between September 2, 108 and September 1, 109), possess gifted characteristics, and whose social adaptation behavior is equivalent to that of first-grade elementary school children.

(2) Application method:

1. Parents shall complete the online registration information according to the specified time on the "Taipei City Underage Children Early Admission to Elementary School Assessment and Placement System" and download and print the relevant registration forms themselves.

2. Parents are requested to bring household registration documents (household registration book or household registration transcript valid within 3 months) and relevant registration forms to the special education group or inclusive education group of the counseling office of the responsible school in each administrative district for verification to complete the registration procedures.

(3) Application fee: A processing fee of NT$20 (the same below) will be charged for each copy of the assessment plan and checklist. The preliminary selection application fee is NT$800, and the re-selection application fee is NT$1,500. Children from low-income households and middle-to-low-income households are exempt from the application fee upon verification of relevant documents.

(4) Standards for passing preliminary and re-selection:

1. Preliminary selection: (Both of the following two standards must be met) (1) The intelligence assessment result of the standardized intelligence test is at least 1.5 standard deviations above the mean or a percentile rank of 93 or above. (2) The learning ability score on the preschool children's early admission ability checklist must be 22 points or above, and the school readiness score must be 38 points or above.

2. Re-selection: The intelligence assessment result of the standardized intelligence test is at least 2 standard deviations above the mean or a percentile rank of 97 or above.

(5) Reporting and enrollment:

1. Those who are approved for early admission and wish to attend public elementary schools in this city shall, in accordance with the operating schedule of the "Taipei City Public Elementary School New Student Allocation and Enrollment Regulations," complete the reporting process through the online reporting system announced by the Bureau during the reporting period. Parents or guardians must bring their household registration book, "Early Admission Eligibility Certificate" (re-selection assessment and assessment result notification letter), and admission notice to the registration office of the assigned school for reporting if they cannot complete the reporting online. Failure to report within the time limit will be considered as waiving the early admission qualification.

2. When the school is full, applicants must participate in the priority admission eligibility review in the 4th week of April in the 114th academic year according to the city's enrollment regulations and complete the reporting according to the specified time and method.

3. Those who wish to attend private elementary schools in this city shall register, participate in public lotteries, and report according to the operating schedule of the "Taipei City 114th Academic Year Private Elementary and Junior High School and Attached Kindergarten Enrollment Implementation Plan."

4. Those who pass the assessment and are approved for early admission will be treated as age-appropriate children for enrollment. Schools will arrange classes for them in the same way as age-appropriate children according to the city's age-appropriate children enrollment regulations, without special class arrangements.
