Description:
I. In accordance with the Ministry of Education's National and Preschool Education Administration's letter No. Tai Jiao Guo Shu Xue Zi 1130146027 dated December 26, 113, and this Bureau's letter No. Bei Shi Jiao Ti Zi 1123093305 dated November 3, 112 (attached).
II. According to Article 24 of the School Health Act, senior high schools and below shall completely prohibit smoking; and shall not sell or supply tobacco, alcohol, betel nuts, or other substances harmful to physical and mental health; according to Articles 43 and 91 of the Children and Youth Welfare and Rights Protection Act, children and youth shall not smoke, drink alcohol, or chew betel nuts. No person shall sell, deliver, or supply the substances or items specified in Article 43, Paragraph 1, Subparagraphs 1 to 3, to children and youth. Selling, delivering, or supplying alcohol or betel nuts to children and youth shall be subject to a fine of not less than NT$10,000 and not more than NT$100,000.
III. To establish a betel nut-free campus and implement education on the prevention of betel nut harm in schools, if a school discovers students carrying or chewing betel nuts, it shall, in accordance with Article 11, Paragraph 1, Subparagraph 1 of the Enforcement Rules of the Children and Youth Welfare and Rights Protection Act, advise and stop them, and at its discretion, notify the parents, guardians, or actual caregivers of the children and youth to strengthen supervision; if the source or sales channel is known, please report it to the Social Affairs Bureau or the police for investigation and handling.
IV. Schools are requested to continue to promote and implement betel nut harm prevention work, strengthen the investigation mechanism for individual betel nut chewers and refusal counseling measures. Please refer to and promote the e-book "Betel Nut Refusal Literacy Learning Kit" (URL: https://nosmokingedu.blogspot.com/search/label/%E6%8B%92%E6%AA%B3-%E7%B4%A0%E9%A4%8A%E9%A1%8C%E5%BA%AB) for reference and promotion, and jointly promote betel nut prevention work.

質；兒童及少年福利與權益保障法第43條、第91條規定，
兒童及少年不得吸菸、飲酒、嚼檳榔。任何人均不得販
賣、交付或供應第43條第1項第1款至第3款之物質、物品予
兒童及少年。販賣、交付或供應酒或檳榔予兒童及少年
者，處新臺幣1萬元以上10萬元以下罰鍰。
三、為建立無檳校園，落實學校檳榔危害防制教育，倘學校查
獲學生攜帶或嚼食檳榔，請依兒童及少年福利與權益保障
法施行細則第11條第1項規定予以勸導制止，並酌情通知兒童及少年之父母、監護人或實際照顧之人加強管教；如知
悉出處或販售來源，請通報社會局或警察單位查處。
四、請學校持續推動落實檳榔危害防制工作，強化嚼檳個案追
溯調查機制及拒檳輔導措施，有關「拒檳素養學習錦囊」
